Off-plan marketing strategy for developers: the full funnel
A full-funnel off-plan marketing strategy for UAE developers: positioning, trust signals, broker and direct channels, compliance and the AI-answer layer.
- An off-plan strategy sells a promise, so trust signals (escrow, DLD project status, delivery record) matter as much as creative and media.
- Off-plan was about 73% of Dubai residential sales in 2025, so every project competes with hundreds of similar launches.
- Plan five stages, from positioning to post-sale, and keep one source of truth for facts that brokers, portals and AI assistants repeat.
An effective off-plan marketing strategy sells a building that does not exist yet, so it rests on verifiable trust: escrow registration, DLD project status, a clear payment plan and a credible delivery record. Around that core, developers need a full funnel: positioning, launch demand, broker and direct channels, conversion, and post-sale communication through to handover, with consistent facts at every step.
This pillar guide sets out the stages, the channels and the measures. Detailed launch timing is covered in our off-plan launch marketing plan.
01Why is off-plan marketing different from selling ready homes?
A ready-home buyer can walk through the unit. An off-plan buyer is underwriting a developer's ability to deliver on time and as described, often years before handover. The marketing therefore has to answer risk questions, not only lifestyle questions.
Off-plan is also the dominant product in Dubai. Off-plan deals made up 72.9% of residential sales by volume in 2025, up from 69.3% in 2024, and about AED 395.6 billion in value.[1]
High share means high competition. Your project is compared with hundreds of launches in the same price band, often by the same brokers and on the same portal pages.
02What are the stages of an off-plan marketing funnel?
Think of the funnel as five stages that overlap rather than as a single launch moment. Each stage has a different job and different measures.
- 1PositioningBefore any spendDefine who the project is for, the price logic and the proof points: location, design, payment plan, developer record.
- 2Demand buildingPre-launchTeasers, broker previews, registration of interest and PR, all with approved facts and DLD permits in place.
- 3Launch and conversionLaunch windowSales events, paid media and portal listings that drive qualified visits and bookings.
- 4SustainPost-launchConstruction updates, remaining inventory campaigns, resale-market support and content for late researchers.
- 5Post-sale to handoverThrough handoverMilestone communication to buyers and brokers so the story buyers hear stays accurate until keys.
Many plans stop at stage three. Stages four and five shape your reputation for the next launch, because buyers and AI assistants alike look at how previous projects went.
03How do you position an off-plan project in a crowded market?
Positioning starts with a sharp answer to "why this project, from this developer, now?" Location and amenities are rarely enough, because the next launch down the road will claim the same. Strong positioning combines a buyer type, a price logic and a proof point that competitors cannot copy easily.
Write the buyer type plainly: end-user family, first-time investor, yield investor, or international buyer seeking a second home. Each wants different evidence. End users care about schools, layouts and handover timing; yield investors care about service charges, rental demand and exit liquidity; international buyers care about the legal process and who they can trust.
Then test the message before spending. Broker previews, short surveys of registered leads and simple A/B tests on landing pages reveal which proof points actually move people. Brokers are a fast research panel: they hear objections every day.
04Which channels belong in the mix?
Most off-plan plans use the same building blocks; the difference lies in sequencing and in how well they share one set of facts.
- Portals (Bayut, Property Finder, dubizzle) for in-market buyers comparing options.
- Paid search and social for registrations of interest and launch-event attendance.
- Owned content: project pages, area guides, payment-plan explainers and FAQs in English and Arabic.
- PR and third-party coverage, which also feed the sources AI assistants cite.
- Events and roadshows in source markets, subject to DLD exhibition permit rules.
- CRM nurture to keep registered leads warm between pre-launch and launch.
Each channel should link back to the same fact sheet, so a change in price or plan updates everywhere within days, not quarters.
05Which trust signals should every off-plan campaign show?
Dubai gives buyers more public verification tools than most markets, and the best campaigns point to them. DLD's Dubai REST app lets buyers see a project's status, completion percentage, projected completion date and escrow account details.[2]
Under Dubai Law No. 8 of 2007, a developer may not advertise off-plan units in local or international media, or at exhibitions, without written authorization from the Department.[3] Showing your permit and project registration is a selling point, not a disclaimer.
06How should you balance broker and direct channels?
In Dubai most off-plan sales still involve brokers, and broker networks can fill a launch quickly. The cost is control: hundreds of agents re-telling your story on WhatsApp, social media and portals, each with their own version of the payment plan.
Direct channels (your website, paid search, social, CRM nurture) give you control and first-party data but take longer to build. Most developers run both, which makes a single, versioned fact sheet essential.
| Broker-led | Direct-led | |
|---|---|---|
| Speed to fill a launch | Fast, if commissions and inventory are attractive | Slower, builds over several launches |
| Control over messaging | Low; many re-tellings | High; you own every asset |
| Data you keep | Limited to what brokers register | Full CRM history |
| Main risk | Inconsistent or outdated facts | Higher cost per lead early on |

07How has AI changed off-plan research?
Buyers now ask assistants questions like "is this developer reliable?" or "what is the payment plan for this tower?" Google rolled out AI Mode in Modern Standard Arabic in October 2025,[4] and Bayut has added conversational search and a ChatGPT app for UAE listings.[5]
When fewer buyers click through, the answer itself becomes the brochure. If that answer pulls an outdated payment plan from an old listing, your campaign is working against a wrong fact you cannot see in your analytics. Our article on Google rank vs AI answers explains why ranking well does not guarantee being cited.
Developer A changes a 60/40 plan to 50/50 after launch. The website is updated, but brokers keep the old PDF and portal listings still say 60/40. An assistant summarizes "60/40" with a portal link, and qualified buyers arrive with the wrong expectations.
08How do you measure an off-plan marketing strategy?
Measure each stage separately rather than judging everything by cost per lead. Positioning is tested in message research and broker feedback; demand building in registrations of interest; launch in bookings and cost per booking; sustain in inventory absorption; and post-sale in buyer satisfaction and referral.
Split every measure by source: broker-registered, direct, portal and referral. Blended averages hide the channels that are carrying the launch and the ones quietly wasting budget. Review the split weekly during launch and monthly afterwards.
Add one measure that many plans miss: accuracy of your project facts across channels. Track how often portals, broker materials and AI answers match your current fact sheet, and how quickly a change reaches them. The approach is described in our AI share of voice guide.
OwnlyReal works on this layer for enterprises: measuring share of answer, fixing wrong facts at the source and building authority off-site, operated inside your existing approval chain. See why teams use an operating team rather than another tool.
09What mistakes weaken off-plan campaigns?
The most common is launch-only thinking: spending heavily for two weeks, then going quiet while buyers and brokers keep researching for months. The second is letting facts drift between the website, broker sheets and portals.
The third is overclaiming. Unqualified return promises, vague handover language or visa claims that do not match official criteria erode trust and can breach advertising rules. The UAE government lists the real estate investor Golden Visa threshold as a minimum of AED 2 million,[7] so any visa message should match the official wording and be reviewed before it goes live.
